President Hakainde Hichilema and his administration faced considerable challenges in their effort to restore the country’s international credibility, regain macroeconomic stability, and improve democratic credentials. Several violations of freedom of expression were reported. The president agreed to repeal both the 1965 law on defamation of the president and the death penalty. The consultation process began for the revision of the Public Order Act, which restricts public gatherings. The United Party for National Development (upnd) won almost all by-elections held over the year. The fight against corruption produced mixed results. Zambia strengthened alliances with Western countries, but China continued to be an important trade and investment partner. The US government announced that a US Africa Command would open an Office of Security Cooperation at the US embassy in Zambia, which raised criticism from regional neighbours. The government abolished tourist visa fees for several Western countries. Switzerland, China, drc, Singapore, and Zimbabwe were the country’s major commodity export destinations. The imf had several meetings with the country to monitor the reforms made to boost macroeconomic performance. It approved a new ecf arrangement, and the World Bank granted concessional financing to help improve the country’s debt situation and foster sustainable growth and development. There was a slight improvement in the economy, with a downward trend in inflation and the cost of living throughout the year. On the other hand, mining and cereal outputs declined.
