Uganda’s political outlook in 2022 was generally calm, although this in no way amounted to stable socio-political and economic conditions. Opposition parties and their leaders and supporters faced state repression, and the space for free civic activity remained constricted. Other problems included growing inflationary pressure; foundational issues such as unresolved tensions between the central state and traditional authority structures; and governance challenges such as corruption, lack of accountability, and limited civilian control over the military (due to party- government-state fusion). As a continuation of pre-existing regional foreign policy pursuits, Uganda remained an important actor in regional affairs. The European Parliament flagged the human rights implications of the East African Crude Oil Pipeline (eacop), a key infrastructure element of the oil and gas sector, to which Uganda and Tanzania responded with dismay. Overall, 2022 was a year of recovery from the disruptive effects of the Covid-19 pandemic, which included the forced closure of schools. Schools reopened in January after almost two years of closure and the switch to online options, with the attendant logistical and practical constraints. Following the relaxation of health restrictions, gdp growth rebounded, and overall the economic outlook was positive, but the national debt crossed the 50% gdp threshold. An Ebola outbreak in September threatened the country’s post-pandemic recovery efforts, forcing the government to take steps to isolate parts of Central and Western Uganda from the rest of the country.
