The former liberation movement, the South West African People’s Organisation (Swapo), remained in firm political control. Hage Geingob was elected as the party’s candidate for the presidential elections scheduled for 2014. In a subsequent cabinet reshuffle and elections to the party’s politbureau, ‘team Hage’ was consolidated. The continued political stability contrasted with modest economic performance and high levels of poverty and unemployment. Foreign policy relations continued to show preferences for friendly links with not so democratic regimes.
