The year brought the beginning of the second term of office of the head of state and his appointment of an unspectacular new cabinet. ‘Business as usual’ on the domestic front unfolded, notwithstanding the protracted legal dispute over the parliamentary election results. The results of the communal and regional elections in November confirmed the overwhelming political dominance of the former liberation movement, the South West African Peoples’ Organisation (SWAPO), now the Swapo political party. Ties with China and other Asian countries were further cultivated, while the controversy over the EPAs raged on. The economy managed to recover from the effects of the global financial crisis through increased demand for the country’s natural resources (mainly from mining), but poverty reduction and other features of social reality showed less impressive results. Complementing the continued self-enrichment of a new elite and ever-increasing corruption were the serious unemployment rate and the inconclusive debate over a Basic Income Grant (BIG).
