Fifteen years after independence, the country witnessed the first change at the top of its government, but the retiring head of state remained leader of the party in power. Hence, during the year speculation continued as to who was really exercising decisive political control. Intra-party factionalism continued unabated as a result of the contested leadership. While the new state president announced that a campaign of zero tolerance towards corruption would be a cornerstone of his term in office, the country was rocked by the biggest financial scandals to date.
