The existing tensions between Union President Sambi and the governors of the three semi-autonomous islands continued to dominate the political scene. Sambi was suspected of intending to extend his mandate unconstitutionally beyond May. Under strong external pressure, a compromise was finally reached for the holding of presidential and gubernatorial elections in November and December, which brought a convincing victory for Sambi’s camp. For the first time, a representative of the smallest island, Mohéli, was elected as the new president in accordance with the rotation principle, but the date of the actual transfer of power remained somewhat uncertain. Sambi had finally succeeded in his goal of harmonising the previously disjointed electoral calendar. Internationally, the main concern still centred on the contentious Mayotte issue. The economy showed some slight improvement, while an IMF assessment on the attainment of the decision point under the HIPC initiative offered prospects of substantial debt relief.
