Despite continued deep-seated distrust between the union government of President Azali Assoumani and the leaders of the three semi-autonomous island administrations, some further progress was made on a modus vivendi for the functioning of the delicate federal structure of the country. Most pertinent was an agreement on the modalities for the next presidential elections in 2006. The hesitant implementation of economic reforms under the surveillance of the IMF, and aid pledges from an international donor conference raised modest hopes for socioeconomic recovery after years of decline and inter-island bickering. A noticeable rapprochement with France left the disputed status of Mayotte unresolved.
