Over the year, the security situation improved, following the restoration of diplomatic ties between Chad and Sudan and the installation of a joint border patrol. Both Sudan and Chad started negotiations with their respective rebel groups. At the request of the Chadian government, MINURCAT (‘Mission des Nations Unies en République Centrafricaine et au Tchad’) ceased its military role in May and left the country by the end of the year. Assistance to refugees was hampered by heavy rainfall, while the food security situation was extremely precarious throughout the year, particularly in the Sahel zone and in the west. Budgetary problems remained high on the agenda because of low oil prices, falling oil production and slackening economic growth.
