Note 1In May 1579 a 'congress' was opened at Cologne to restore peace in the Netherlands. Representatives of Philip II and of the States-General deliberated in the presence of delegates of the Emperor and of German personalities. The congress closed on 13 November 1579 without any positive result. Cf. J. Note 2At the request or the instruction of the States-General, one of the participants, Aggaeus Albada, made the history of the negotiations, using the protocols of the secretary of the delegation of the States-General and interspersing his narrative with a number of letters, agreements and other documents. The work ends with a note to the reader, dated 13 February 1580. The appendix (pages 345-351; introduced by a note 'Typographus lectori' gives the text of two letters which had been 'forgotten' in the text proper).
