- IntroductionDr. Mentor Beqa is a lecturer in International Relations and Security Policy at the Aleksander Moisiu University, Durres. His experience extends to the public sector, academia, and civil society. He has held senior positions in the public sector in the Ministry of Defence and the Ministry of the Interior. For many years he has been a professor of International Relations and Security Policy at the Faculty of Law and Political Sciences, at the Aleksander Moisiu University in Durres. Dr. Beqa runs the Institute for Political Studies ‘Sami Frashëri’, a new think tank that promotes public policy debate in Albania.
