ABSTRACTBoutros Boutros-Ghali explains in the introduction of his opening lecture that international law is subject to internal conflicts in three areas: conflict between urgency and duration, between unilateralism and multilateralism, and between positive order and prospective order. Mr. Boutros-Ghali concludes his lecture by explaining that sometimes willpower will prevail over opposition to progress, hope over resignation and the spirit of peace over the quest for power. It is at those moments that the course of history is changed and civilization moves forward.

M. Boutros-Ghali conclut sa conférence en expliquant qu’il arrive parfois que la volonté l’emporte sur l'immobilisme, l’espoir sur la résignation, l’esprit de paix sur la volonté de puissance. C’est à ce moment-là que l’histoire bascule et que la civilisation progresse.
