ABSTRACTRaymond Ranjeva, Judge on the International Court of Justice, bases his course on non-governmental organizations and the implementation of international law on an existing contradiction between, on the one hand, the international vocation of the non-governmental organizations and on the other, the national statute of these organizations, and on the consensual character of international law. From being its object, the NGO's now progressively impose themselves as partners of the State or the international organization in the field of international law. They take part in the development of standards intended to be recognized by the sovereign State Ranjeva Judge dedicates the first part of his study to the consultative status of non-governmental organizations and to their exclusion in the implementation of international law, and the second part to non-governmental organization as partners in the implementation of international law.
Raymond Ranjeva, Juge à la Cour internationale de justice, à La Haye, base son étude sur les organisations non gouvernementales et la mise en oeuvre du droit international sur le constat de la contradiction existant entre, d’une part, la vocation internationale des organisations non gouvernementales et, d’autre part, le statut national de ces organisations, et sur le caractère consensuel du droit international. D’objet du droit international, les ONG s’imposent progressivement comme partenaire de l’État ou de l’organisation internationale dans le champ du droit international. Elles participent à l’élaboration de normes appelées à s’imposer à l’État souverain. Le Juge Ranjeva consacre la première partie de son étude au statut consultatif et à l’exclusion de l’organisation non gouvernementale de la mise en oeuvre du droit international, et la deuxième à l’accession de l’organisation non gouvernementale au partenariat pour la mise en oeuvre du droit international.
