ABSTRACTWith the creation of international organizations, the community of Nations has new techniques for setting international standards. The techniques are increasingly moving away from the concept of a freely negotiated contract between States, and are, on the other hand, similar to the unilateral legislative act adopted by a parliament and endowed with a mandatory nature. H. Saba, who devotes the course to this question, successively studies: international conventions or standards subjected to ratification by States, recommendations to member States or non-ratified standards, regulations, international standards, or technical standards.
Avec la création d'Organisations internationales, la communauté des Nations dispose actuellement de nouvelles techniques lui permettant d'établir des normes internationales. Ces techniques s'éloignent de plus en plus de la notion de contrat librement négocié entre Etats et s'apparentent, par contre, à l'acte législatif unilatéral voté par un parlement et doté d'un caractère obligatoire. H. Saba, qui consacre son cours à cette question, étudie successivement : les conventions internationales ou les normes soumises à la ratification des Etats, les recommandations aux Etats membres ou normes non ratifiées, les règlements, standards internationaux ou normes techniques.
