ABSTRACTThe main objective that Oscar Schachter assigns to his course is to show how the law acts within the political system developed within the United Nations since 1945. The author begins with the presentation of place of law in the process of decision in the political organs of the United Nations. He focuses on the technique and legal aspects of emergency peacekeeping operations, and then on the legal concepts and techniques at work in the tasks of development and modernization.
Le principal objectif qu'Oscar Schachter assigne à son cours est de montrer comment le droit agit au sein du système politique qui s'est développé dans le cadre des Nations Unies depuis 1945. L'auteur commence par présenter la place du droit dans le processus décisionnel des organes politiques des Nations Unies. Il s'intéresse ensuite aux aspects techniques et juridiques des opérations d'urgence de maintien de la paix, puis aux concepts et techniques juridiques à l’œuvre dans les tâches de développement et de modernisation.
