ABSTRACTThe intention of Emile Giraud, in making this study, is to investigate the conditions for the effectiveness of the Secretariat of an International Institution. After an introduction to some general aspects of international organizations and their secretariats, the author examines in the first chapter the role of the Secretariat of the international organization. The author then focuses on international officers and presents the organizational structure of an international Secretariat. Finally, in the final chapter, the author discusses the issue of working methods.

L'intention d'Émile Giraud, en faisant cette étude, est de rechercher quelles sont les conditions de l'efficacité du Secrétariat d'une Institution internationale. Après une introduction consacrée à certains aspects généraux des organisations internationales et de leur secrétariat, l'auteur étudie dans un premier chapitre le rôle du secrétariat de l'organisation internationale. Il s'intéresse ensuite aux fonctionnaires internationaux, puis présente l'organisation d'un secrétariat international. Il aborde enfin dans un dernier chapitre la question des méthodes de travail.
