ABSTRACTWhitton notes that mutual understanding between nations is only possible as long as there is freedom to write, to speak, to exchange ideas, and to listen. Mutual understanding is impossible in the case of hostile propaganda. After a historical overview, the author presents the existing law with regard to propaganda, the efforts to control the propaganda, and the remedies that are available against the propaganda.
