ABSTRACTErnst Wolgast begins his course with a study of the external power of states and their organization as an organizational principle for the rights and duties of the diplomat, as well as his diplomatic assignments. He focuses on the relationship between the foreign policy laws and the diplomat, the diplomat's personal relationship with his profession, and the examination of his duties. The author concludes by focusing on the problem of external power in 1937, as well as the problem of the philosophy and role reserved for the diplomats.
