In the first chapter, he focuses on the international solidarity of systems or tendencies of domestic policies. He next studies the problem of peaceful coexistence of democracies and dictatorships. He finally suggests an outline of conclusion.

Dans un premier chapitre, il s'intéresse à la solidarité internationale des régimes ou des tendances de politique intérieure. Il étudie ensuite le problème de la coexistence paisible des démocraties et des dictatures. Il propose enfin une esquisse de conclusion.
