ABSTRACTNever the subject of his course has been so hot, notes Georges Kaeckenbeek in the introduction to his course (1937). He finds himself in the line of fire of legal and political battles which are taking place today, he continues. Neither has its systematic study ever been so difficult. The ideological conflicts are one of its main causes. After a presentation of the fundamental principles of the matter (particularly the notion of acquired rights), the author studies the analogical applications of these principles in general international law, and then the mechanism of international protection of acquired rights in international practice.

Il se trouve, poursuit-il, en pleine ligne de feu des batailles juridiques et politiques qui se livrent aujourd'hui. Jamais, non plus, son étude systématique n'a été plus malaisée. Les conflits idéologiques en sont une des principales causes. Après une présentation des principes fondamentaux de la matière (notion de droits acquis notamment), l'auteur étudie les applications analogiques de ces principes en droit international général, puis le mécanisme de la protection internationale des droits acquis dans la pratique internationale.
