ABSTRACTJ.P.A. Francois starts his course on statelessness by presenting the causes of statelessness, within which he makes a distinction between statelessness by birth and statelessness by loss of nationality. The author then studies the status of the stateless people. Within this context, after a few prior considerations on the fundamental rights and conventional law, he focuses on the practice relating to the treatment of stateless people. He later suggests measures which would be likely to overcome the limitations of statelessness.

L'auteur étudie ensuite le statut des apatrides. Dans ce cadre, après quelques considérations préalables sur les droits fondamentaux et le droit conventionnel, il s'intéresse à la pratique en ce qui concerne le traitement des apatrides. Il propose ensuite des mesures qui seraient susceptibles de remédier aux inconvénients de l'apatridie.
