ABSTRACTMarc Vichniac begins his course with a historical and legal overview of the situation of the statelessness, and presents statelessness in fact and in law. He then studies the statelessness of the post-war period as a consequence of the shortcomings of the peace treaties. He focuses on foreign law toward Russian citizens who have becomes stateless people, and the action of the League of Nations toward the stateless people of Russia and Turkey. The author later addresses the issue of the legal status of the statelessness. He presents in the annex a draft convention related to the International Status of the refugees.
Marc Vichniac commence son cours par un aperçu historique et juridique de la situation des apatrides, et présente l'apatridie en fait et en droit. Il étudie ensuite l'apatridie d'après-guerre en tant que conséquence des lacunes des traités de paix. Il s'intéresse ensuite à la loi étrangère à l'égard des ressortissants russes devenus apatrides, à l'action de la Société des Nations vis-à-vis des apatrides de Russie et de Turquie. L'auteur aborde ensuite la question du statut juridique des apatrides. Il présente en annexe un projet de convention relative au Statut international des réfugiés.
