ABSTRACTIt is a recognized fact that lawyers cannot make international law, but they have played and continue to play an important role in helping to develop its rules, by Pearce Higgins in the introduction to his course. The author successively presents the contributions of James Lorimer, John Westlake, William Edward Hall, and Sir Thomas Eskine Holland to international law.
