ABSTRACTJean Efremoff writes in the introduction to his course in 1927 that Europe is in an urgent need for peace and security to heal the still bleeding wounds of the Great War. However, he continues, the hatred of nations and of classes, revived by the War and its consequences, is still too acute. It is done by reconciling the divergent aspirations and opposing interests of the peoples who inhabit it that Europe could be pacified. The author conducts his study by presenting in turn the American arbitration and conciliation treaties, the Swiss preliminary draft of the Federal Covenant of the League of Nations, the Scandinavian amendments to the Covenant, various bilateral conciliation and arbitration treaties, and several collective conciliation treaties. Finally, the author mentions the dangers of the proliferation of the bilateral and collective treaties presented to the League of Nations.
L'Europe a un besoin impérieux de paix et de sécurité pour guérir les plaies de la grande guerre qui saignent toujours, écrit Jean Efremoff en introduction de son cours, en 1927. Mais, poursuit-il, la haine des nations et celle des classes, avivées par la guerre et ses conséquences, sont encore trop aiguës. C'est en conciliant les aspirations divergentes et les intérêts opposés des peuples qui l'habitent que l'on pourrait pacifier l'Europe. L'auteur mène son étude en présentant tour à tour les traités américains d'arbitrage et de conciliation, l'avant-projet suisse de Pacte fédéral de la Ligue des Nations, les amendements scandinaves au Pacte, divers traités bilatéraux de conciliation et d'arbitrage et plusieurs traités collectifs de conciliation. Il mentionne enfin les dangers que la multiplication de ces traités bilatéraux et collectifs présente pour la Société des Nations.
