ABSTRACTThe main objective of Tom Farer’s course on the Regulation of Foreign Intervention in Civil Armed Conflicts is to clarify the existing normative framework. After a study of the solutions adopted before 1945, the author focuses on contemporary normative framework, and thus presents the spectrum of normative choice (he studies what distinguishes a civil conflict from an international conflict, as well as the spectrum of authorized foreign interventions). The author focuses on the issue of humanitarian intervention.
Le principal objectif du cours de Tom Farer sur la régulation des interventions étrangères dans les conflits civils armés est de clarifier le cadre normatif existant. Après une étude des solutions retenues avant 1945, l'auteur s'intéresse au cadre normatif contemporain, et présente ainsi le spectre des choix normatifs (il étudie ainsi ce qui distingue un conflit civil d'un conflit international, ainsi que le spectre des interventions étrangères autorisées). L'auteur se penche ensuite sur la question de l'intervention humanitaire.
