ABSTRACTRafael Erich devotes his course to the Birth and Recognition of States. After a study of international people, the author addresses the issue of the birth of new states, which is a historical fact that does not depend on recognition. He then focuses on the recognition of these new States, the forms and conditions of recognition, and the issue of the relationship between recognition and admission to the League of Nations. Finally, the author makes some observations on the retroactive effects of recognition.

Après une étude des personnes internationales, l'auteur aborde la question de la naissance des nouveaux États, qui est un fait historique qui ne dépend pas de la reconnaissance. Il s'intéresse ensuite à la reconnaissance de ces nouveaux États, aux formes et conditions de la reconnaissance, et à la question des rapports entre reconnaissance et admission dans la Société des Nations. Il formule enfin quelques observations sur les effets rétroactifs de la reconnaissance.
