ABSTRACTFor Pierre-Henri Teitgen, the study of the decision (in a broader sense of the term) in the European Economic Community, like the study of the decision in any other international organization, mainly comes down to the examination of two problems: what is the autonomy of the decision-making power of the community compared to the Member States of the Community? To what extent do the decisions of the community force the Member States and under what sanctions: if they are obligatory for them, do they force them only by way of their mutual relationships or do they force them also by way of their internal legal order in terms of their nationals?
Pour Pierre-Henri Teitgen, l'étude de la décision (au sens large du terme) dans la Communauté économique européenne, comme celle de la décision dans toute autre organisation internationale, se ramène, pour l'essentiel, à l'examen de deux problèmes : quelle est l'autonomie du pouvoir communautaire de décision par rapport aux Etats membres de la Communauté ? Dans quelle mesure les décisions communautaires obligent-elles les Etats membres et sous quelles sanctions : si elles sont obligatoires pour eux, les obligent-elles seulement dans l'ordre de leurs relations mutuelles ou les obligent-elles aussi dans leur ordre juridique interne au regard de leurs ressortissants ?
