ABSTRACTEndre Ustor dedicates his course to the legal aspects of decisional process within CMEA. After a study of the decisional process in general, the author presents a short history of CMEA. He also exposes the sources of law of the CMEA. He then describes the principal decision-making organs, and the principal form of decision-making in the CMEA: the recommendation. He then focuses on subsidiary organs, decision-making on organizational and procedural matters, the procedure of decision-making in deliberative organs, the role of the secretariat in the decision-making process, the general conditions, and the settlement of disputes.
Endre Ustor consacre son cours aux aspects juridiques du processus décisionnel au sein du CAEM. Après une étude du processus décisionnel en général, l'auteur présente un bref historique du CAEM. Il en expose également les sources du droit. Il décrit ensuite les principaux organes décisionnels, et la principale forme de prise de décision au sein du CAEM : la recommandation. Il s'intéresse ensuite aux organes subsidiaires, aux décisions prises dans les matières organisationnelles et procédurales, à la procédure décisionnelle dans les organes délibératifs, au rôle du secrétariat dans le processus décisionnel, aux conditions générales, et au règlement des différends.
