ABSTRACTThe Arab League, emphasized by Boutros Boutros-Ghali in the introduction to his course, was the first international organization bringing together only underdeveloped States, whereas other international organizations associate either rich States or still poor States and rich States. How does an international organization that is formed only by poor states work? How does the legal-political organization of a community of poor States operate within the framework of an international organization? How is it different from an international organization specially created to govern relations between members of a society of rich states? Answers for the questions constitute the framework of Boutros Boutros-Ghali`s course.
La Ligue arabe, souligne Boutros Boutros-Ghali en introduction de son cours, a été la première organisation internationale ne regroupant que des Etats sous-développés, alors que la plupart des autres organisations internationales associent soit des Etats riches soit encore des Etats pauvres et des Etats riches. Comment fonctionne une organisation internationale qui n'est formée que par des Etats pauvres ? Comment s'opère l'ordonnancement juridico-politique d'une communauté d'Etats pauvres dans le cadre d'une organisation internationale? En quoi diffère-t-elle d'une organisation internationale spécialement créée pour régir les rapports entre les membres d'une société d'Etats riches ? Autant de questions dont les réponses constituent la trame du cours de Boutros Boutros-Ghali.
