ABSTRACTThe Arab League, emphasized by Boutros Boutros-Ghali in the introduction to his course, was the first international organization bringing together only underdeveloped States, whereas other international organizations associate either rich States or still poor States and rich States. How does an international organization that is formed only by poor states work? How does the legal-political organization of a community of poor States operate within the framework of an international organization? How is it different from an international organization specially created to govern relations between members of a society of rich states? Answers for the questions constitute the framework of Boutros Boutros-Ghali`s course.
