ABSTRACTIn this discourse, Fou-Tchin Liu, Former United Nations Assistant-Secretary-General for Special Political Affairs, draws attention to the importance and limitations of UN peace-keeping operations in a bipolarized world. However, by way of encouragement and conclusion, he points out that the Treaty of Paris of 1783, which has enabled reconciliation between Great Britain and the United States of America, could only be concluded after extremely difficult negotiations.
Dans ce discours, Fou-Tchin Liu, ancien Secrétaire général adjoint des Nations Unies aux affaires politiques spéciales, attire l’attention sur l’importance et les limitations des opérations de maintien de la paix de l’ONU dans un monde bipolarisé. Il rappelle toutefois en guise d’encouragement et de conclusion que le Traité de Paris de 1783 qui a permis la réconciliation entre la Grande-Bretagne et les Etats-Unis d’Amérique n’a pu être conclu qu’après des négociations extrêmement difficiles.
