As in previous years, the general stability of the sub-region was in stark positive contrast to most other parts of the continent. Tensions eased further in Zimbabwe as zanu-pf renewed its political control, and the uncertainty over legitimate governance in Madagascar was resolved with inauguration of the president elect in December 2013. An attempt to overthrow the government in Lesotho failed, mainly due to the immediate response by South Africa, without significant damage. As in previous years, however, a peace dividend was hardly visible in terms of the overall socio-economic situation of the majority of the sub-region’s population. Progress in regional cooperation and improvements in living standards for the ordinary population remained modest.
